«توفان سال موش» با ورود معماران و ماشینها بتونساز و … به روستایی خیالی بهنام «ملکان» آغاز میشود و روند شهر شدن آن روستا را شرح میدهد. قهرمان رمان «ابراهیم پریافسا» نام دارد. روشنفکری که سالها پیش از شهر شدن «ملکان» در آنجا سکنی گزیده و وقتی روستا محو میشود و شهر برمیآید، به اولین ناراضی و اولین زندانی شهر تبدیل میشود.
