موضوع اصلی کتاب بررسی انقلاب مشروطه ایران از زاویهٔ فکری و فرهنگی است، نه فقط روایت وقایع سیاسی. نویسنده سعی میکند نشان بدهد که مشروطه فقط یک جنبش سیاسی نبود، بلکه یک «بحران فکری» هم بود؛ یعنی جامعه ایران آن زمان با مفاهیمی مثل قانون، ملت، دولت مدرن و آزادی سیاسی بهدرستی آشنا نبود و این باعث شد مشروطه در مسیر اجرا با تناقضهای زیادی روبهرو شود
