داریوش برای اداره‌ی بهتر کشور و جلوگیری از نابسامانی‌های گذشته دست به اموری زد که بسیار مهم می‌نمود. او برای این امر کل کشور را به بیست ایالت تقسیم کرد که برای اداره آن بیست ایالت (ساترپ) بیست شهربان (ساتراپبان) قرار داد. این ساتراپبان‌ها که بعد از شاهنشاه عالی‌مقام‌ترین منصب کشور را داشتند تنها از میان افراد خانواده‌های پارسی و حتی از میان خویشاوندان شاهنشاه انتخاب می‌شدند.
