در این کتاب مایکل والزر نشان میدهد که بحث دربارۀ مدارا را نمیتوان به بحث در مورد سامانهای سیاسی فروکاست. او بر این نظر است که مطالعۀ الگوهای مدارا جویی در سامانهای سیاسی متفاوت مسلماً به دانش ما در اینباره میافزاید، امّا این دانش بدون ارزیابی جماعتهای مختلف که بر اساس همبستگیهای، قومی ، دینی، نژادی، سرزمینی، طبقاتی یا جنسیتی گرد یکدیگر آمدهاند، ناکافی و ناکامل خواهد ماند.
